I believe it is a moderately hard rubber. From the factory, it is held on with steel rivets. Cory, I have a NOS one at home. I will try to remember to get the numbers off the package, if you want me to, but you could make one from something "L" shaped. If I was doing that, I would try to make the leading edge longer... maybe 2". You can used small stainless steel bolts with washers to secure it. I did this when swapping to the nicer bumpers Jonathan [Ford F834] found for me. Begin @ post #6 of this old thread from FTE. Notice that this truck has the somewhat illusive side molding! The small chin spoiler was on some trucks geared toward gas mileage efficiency. My son's 1984 F150 with 4.9L, 4 speed manual O.D. and 2.47 rear gears came so equipped. My 1986 F150 with 4.9L, 4 speed manual O.D. and 3.08 rear gears also came with one. I did an experiment and removed the air dam. With my repeatable drive to work and home, I recorded a 1/2 mpg drop as compared to ~17 mpg.

You seem to think that yours is the only opinion that counts. I can't (and dont) speak for Cory, Ray, David, or even Gary. But you are taking your pedantry to a new level Gentlemen, in my opinion, both of you are valuable members of this/our forum. At one time or another, all family members clash, but must remember that together we are stronger and more productive. Let's work together for the good of all of us. Jim, here is one little very simple something I witnessed. Perhaps it will help get the thread started. A friend / Ford Technician was working on the engine of a F350 with large tires. Before starting, he released the air thereby deflating the front tires. This lowered the front end, making it easier for him. -

Ray, I took a video just so you could hear the little 302. Please excuse the partial assembly (disassembly?), multi-colored panels, body-filled cab corners, layers of dust, and mismatched wheels...lol. I think the iPhone mic picked up more engine noise than it did exhaust sound, but whatever. First time running and out of the garage under it's own power since last fall. And here is a video under the hood from spring 2018 when I had just installed the freshly built 302. The engine sounds very good, Cory!
