Look closely at the engine bay photo. Being 1983, it appears this is one of the early Feedback systems [California].

Yes. I assumed that with a CA tag it would have CA emissions. Probably hard, if not impossible, to get a 49-state truck to pass CA emissions. So it'll have lots of "stuff" on it.

This truck was on Craigslist for quite a long time, but I'm not finding it there now. I don't remember it being this much, so I'm guessing somebody bought it to flip it?
