Fuel tank

MILLS
pulled fuel tank from 83 F150 single cab and single tank ( ruined a carb with sludge). there was of course the filler neck hole and the sending unit hole but also a small hole in top of tank. what is it for and should it have a rubber plug in it

Welcome!  

It is for what is commonly known as the rollover valve.
It is a vent, set in a grommet, that connects to the evaporative emissions canister.

It acts as a check/float valve as well.
So if the tank is filled up into the filler neck, raw fuel won't end up in the engine.
And if the vehicle flips over in a crash it will not pour fuel out.

That is for the Fuel Vapor Valve. Take a look here: http://www.garysgaragemahal.com/fuel-vapor-valve.html

It will have a grommet and then the valve.

I am not finding a great diagram (Gary may know of one) but this kind of shows it:

This one may be slightly better.  And even though there were differences in the valves, as Jim pointed out, they all work and install the same.
