Those look NOS.  Excellent condition and not faded, so probably haven't been installed from what I can tell.

This is the seller's explanation.

I bought these around 1990 for spares for my truck that I was keeping forever and that didn’t happen. They have been stored in my shop office ever since. They are NEW BUT due to their age and I won’t accept returns on electrical parts not installed by me I am listing them “AS-IS” Hope that’s understandable. No, they haven’t spoiled or gone to seed.
