Floor protective coat removal

Count
Hey all,

I've had a bit of time here and there lately to do some minor repairs.  I'm working on my water ingress situation and I figure while I was at it I would just start working on the interior.  I have the seats pulled and the carpets and have been scraping away at some floor rust.  I want to take the wire wheel to the inside soon,  but I have the problem of these pads that are glued to the floor that were underneath the carpet.  I'm not sure what they are called, but they are on both driver front and passenger front.  I'll try to add a picture here.  I chipped some of it away with my scraper, but it's becoming more difficult now.  I'm trying to save some time and I was wondering if there was a chemical or something to speed up the process?

It's called jute and it's sound deadening and heat insulation.

It's held down with contact cement.
Xylene works well, but I don't know if I'd want a soggy mess of flammable pulp.

Try a wire cup brush or flap wheel in an angle grinder.
