Wire & fuel line kit [E2TZ-9A350-C] - NOS

I'm not sure what that kit is supposed to do, or what would require wiring & fuel lines, without any other hard parts.  The wiring appears to be cruise control related, but that would require speedo cables & a VSS - not fuel lines.
