That is correct for the passenger's side for all years.  (But seems kinda expensive for a piece of metal.)

It stabilizes the battery. It mounts to the radiator support.

Were these optional? Or engine specific? I've seen them in the junk yard before, but my 85 didn't have one, and neither did my 84 parts truck.

They were standard on all Bullnose trucks, but were frequently thrown away when the battery was changed out.  You can see it as 10A691 in the bottom left of the illustration here: Electrical/Battery Trays.
