That's your park, or emergency, brake mechanism.  Goes by the left foot.

That looks like the switch that turns on the “brake” warning light on the dash.

I believe Jonathan is correct. Before reinstalling the parking brake mechanism, lubricate all moving parts.

I believe that acts much like a door switch, if I recall correctly.
